Because of sin and idolatry, God's patience with Israel is depleted and judgment now comes in the form of Defeat and exile. Israel will no longer hear "good news" in the present regarding God's fighting for her and delivering her from her enemies. Through prophets like Isaiah, God now promises future "good news": that one day He Himself will appear in Jerusalem and establish His everlasting kingdom with power, while gathering His People in His arms like a Shepherd. That happened when Jesus appeared and claimed to be "The Good Shepherd" who lays down His life for His sheep.
